Russia and China cast the two vetoes that killed the expert panel, and the tally was 11 to 2, with Somalia and Pakistan abstaining. That panel's job was straightforward: document who was violating the nuclear sanctions. Its reports are finished. The sanctions are not. Iranian assets held overseas remain frozen, arms transactions remain off the table, and work on ballistic missiles still carries penalties. All of that came back into force last September, once Britain, France and Germany pulled the trigger written into the 2015 deal. Nobody seated in that chamber was waiting on a surprise. Moscow has been sending engineers into Iran's missile programs, and Beijing has been buying the oil that keeps the money moving.
